The Importation Management under Chemical Substances Registration Scheme in Taiwan

The IT Platform of Chemical Commodity Importation Pre-Confirmation (CCIP) Has Been Officially Launched

To elaborate the national chemical substances registration scheme whiling considering the promotion of economic competitiveness and global trade facilitation, filing pre-confirmation of chemical goods/commodities prior to importation on the IT platform of Chemical Commodity Importation Pre-Confirmation (CCIP) is performed to ensure the importing goods/commodities comply with the registration rules under Toxic Chemical Substances Control Act (TCSCA) and the Regulation of New and Existing Chemical Substances Registration. The IT platform of CCIP is open to all stakeholders. A user (e.g., a domestic importer (registrant), a TPR, a person from foreign business, or other eligible entity) is able to offer information regarding chemical substances registration and confirm the registration requirements for the chemical substances in the imported goods. Follow-up enforcement including post-market inspection/surveillance will be imposed according to TCSCA by Environmental Protection Administration (EPA) or the local competent authorities in Taiwan.

At this moment, a user can file a pre-confirmation on the IT platform of CCIP before importing chemical goods in which any chemical substances subject to Article 7-1 of TCSCA and the Regulation of New and Existing Chemical Substances Registration may be present. Accordingly the CCIP IT platform serves not only as an interface for companies to meet regulatory requirements under TCSCA and make self-declaration, but also as a base for the future inspection/surveillance of the competent authority. It is also suggested to keep supporting documents (e.g., SDS, Chemical Substance Nomination and Notification ( MoL CSNN website, http://csnn.osha.gov.tw/content/home/Substance_Home.aspx) Taiwan Chemical Substance Inventory (TCSI) Search Record Printout, approved document for Scientific Research and Development and/or Polymer of Low Concerns uses, other legal documents approved by related competent authorities, etc.) for future reference during inspection/surveillance.
