Japan NITE’s Visit in Taiwan Nets "Fruitful” Discussion(2016/03/18)

The signing of the MOU on last March 26th cemented the growing relationship between SAHTECH and Japan National Institute of Technology and Evaluation. With this bond, a chemical management workshop was organized at the SAHTECH located in Hsinchu. This highly interactive workshop with the round table discussion provided a venue for exchange of good practices and sharing of expertise and experiences.

Playing a significant role in the chemical evaluation under Japan CSCL, and as a technical support provider, Japan NITE introduced different aspects of the regulatory mechanism of CSCL, including approaches to the new chemical evaluation, chemical prioritization, risk assessment, QSAR and read-across. On the other hand, SAHTECH presented chemical source management in Taiwan, and showed the interagency cooperation of the MOL and the EPA, and the current status of GHS implementation. Following the presentation, issues concerning evaluation procedure, risk assessments, regulation promotion, and especially the framework of interagency cooperation stimulated a highly participated discussion. Both sides expressed their experiences and opinions. Ideas bubbled up to the surface and sparkled. Meanwhile, Japan NITE, on behalf of the Japanese industry, pointed out challenges and difficulties facing by Japanese enterprises. Responding to the chemical registration regulation in Taiwan, Japanese enterprises had difficulty understanding the regulatory requirement and encountered a strong challenge of supply chain communication.

While achieving the objectives of the MOU, this workshop significantly facilitated full and real-time exchange of information focusing on chemical management. The exchange of information between two countries is an important dimension contributing to the development of risk-based chemical management, as well as to a more sustainable future. Also the industry and stakeholders from two countries advanced their understanding of chemical regulations. This workshop fostered a fruitful exchange and brought two parities with greater ability to innovate. More importantly this workshop mapped the pattern of cooperation. Another meeting in Japan is scheduled next year. Cooperation shall continue on the development of chemical management and foster bilateral trade growth.
