安全替代(Substitution)正在全球成形與擴散。源自各層面的關切諸如國家政策、產業自主、產品區隔策略、消費者保護、工作場所勞工安全與環境永續的訴求等，正積極推動著安全替代的實際行動，亦逐步開展了化學品新市場。安全替代將是化學品貢獻永續發展的基石，以確保人類更健康、安全的生活環境。本文將探討現行先進國家化學品管理政策（歐盟、美國）、國際組織意識提倡積極行動以及產業自主加速替代的實際作為，提供我國產業界對全球安全替代相關法規制度與產業趨勢參考，期許我國在主管機關法規逐步完善與產業自主要求帶領下，使安全替代趨勢持續在產業與消費者選擇中發酵與蔓延，共同創造永續商機與未來。

The trend of “safer chemical substitution” is rapidly forging and spreading globally. The driving force such as national policies, industrial voluntary action, market segmentation, consumer protection and environmental sustainability demands actively promotes the practice of safer chemical substitution, and opens a new market for chemical alternatives. Safer chemical substitution is the base of sustainable development to ensure a healthier and safer environment for humans. By introducing the current national chemical management policies in EU and the US, advocacy actions led by international organizations and voluntary practice conducted by industries, this article provides information and knowledge about global regulations and industrial trends regarding safer substitution, with the expectation that the concept and practice of safer chemical substitution keeps expanding and growing among industries and customers toward the sustainable opportunities and future.
